Joint Statement by the Presidents of I.R. Afghanistan and Turkmenistan July 3rd, 2017 Ashgabat, Turkmenistan

Upon the request of H.E Gurbanguly Berdimuhamedov president of Turkmenistan, H.E. Mohammad Ashraf Ghani president of I.R. Afghanistan paid an official visit to Ashgabat on July 3rd, 2017.

In this visit, both presidents had talks on current situation, the future of the Afghanistan-Turkmenistan relations and also on the regional & international issues.

Both presidents emphasized on the special relations, solidarity and mutual respect between two countries. The two presidents put high priority on strengthening ties.

The presidents emphasized on the role of bilateral consultations in implementation of programs related to bilateral cooperation and had common viewpoints on regional & international issues. The two presidents stressed on maintaining and developing relations on various levels, such as consultation between the ministries of foreign affairs of both countries.

The presidents shared the same viewpoint on the role of United Nations in maintaining international peace and security and its role in solving global issues. The presidents emphasized on the regional organization’s constructive role and also on expansion of regional cooperation in the above mentioned fields.

The presidents shared their support for the efforts made by international community to strengthen international laws, fighting terrorism, extremism, organized crimes, drug dealing, money laundry and tackling international threats & issues on bilateral level and in international organization framework.

Both presidents agreed that peace and stability in Afghanistan would result in regional economic growth; therefore, they emphasized on importance of peace & stability in Afghanistan. Turkmenistan declared its full support for bringing peace & stability to Afghanistan.

The presidents emphasized on effective role of joint economic-trade commission between I.R. Afghanistan and Turkmenistan in expanding bilateral relations.

The presidents agreed on expanding cooperation in transportation, oil & gas, chemical industry, textile, carpet waving industry, farming and other interesting sectors.

The presidents stated that Afghanistan needs Turkmenistan’s experience for utilizing natural resource; therefore both sides emphasized on sharing experiences and expanding cooperation in this sector.

The presidents agreed to develop transportation communication between two countries by establishing relations in this field.

Due to the special geo-economics & geopolitics situation of both countries, Afghanistan and Turkmenistan are committed to pay special attention to set up land transportation and railway routes.

Both presidents agreed on expanding cooperation in railroad systems and taking certain measures in this regard. These measures include reconstruction and repairing of the Serhedabad– Turghandi railroad and also expanding Aqina railroad.

The presidents emphasized on energy production & energy transit projects. In particular, the emphasis was on implementation of multilateral projects, such as Turkmenistan-Afghanistan-Pakistan-India (TAPI), Turkmenistan-Afghanistan-Pakistan (TAP) electricity project, and Turkmenistan-Uzbekistan-Tajikistan-Afghanistan-Pakistan (TUTAP) electricity transit project.

Taking into account the transit and transportation potentials of the both countries, The presidents emphasized on Afghanistan-Turkmenistan-Azerbaijan-Georgia-Turkey trade and transit corridor and Tajikistan-Afghanistan-Turkmenistan railway.

Implementing the UN initiative on expanding cooperation in transportation sector, the presidents emphasized on the importance of the international conference on sustainable transport which was held on 26-27 November, 2016.

The presidents stressed upon the important role played by security-border commission to expand security relations of both the countries.

Taking into the account, the important role of cultural relations in strengthening multilateral cooperation between Afghanistan and Turkmenistan and also in building amity between two countries, two presidents declared their interest in expanding cultural, scientific, educational, art, tourism and sport cooperation.

The two sides agreed to have close cooperation in organizing the Fifth Asian Indoor and Martial Arts (AIMAG) games which will be held in September 2017 in Ashgabat.

H.E. Mohammad Ashraf Ghani, president of the Islamic Republic of Afghanistan, sincerely thanked H.E Gurbanguly Berdimuhamedov, president of Turkmenistan for his warm hospitality. President Ghani also invited the president of Turkmenistan to Afghanistan at any suitable time. H.E Gurbanguly Berdimuhamedov accepted this invitation. The date of the visit will be coordinated through diplomatic channels.

At the end of the meeting, the relevant authorities signed the following bilateral cooperation agreements in presence of the two countries’ Presidents:

  • Agreement on cooperation between The Ministry of Energy and Water of the Islamic Republic of Afghanistan and The Ministry of Energy of Turkmenistan on supply of Turkmen electricity to Badghis and Jowzjan provinces of the Islamic Republic of Afghanistan;
  • Agreement between the Government of the Islamic Republic of Afghanistan and the Government of Turkmenistan on international road transport;
  • Memorandum of Understanding between the Government of the Islamic Republic of Afghanistan And The Government of Turkmenistan on Cooperation In the Carpet Industry;
  • Regulations on Organization of railway communication through the Turkmen-Afghan State border between stations Akina- Imamnazar;
  • Agreement between the Governments of the Islamic Republic of Afghanistan And the Government of Turkmenistan on International Railway checkpoint at the Turkmen-Afghan State Border;
  • Agreement on scientific-educational collaboration between Jowzjan University (Islamic Republic of Afghanistan) and Magtymguly Turkmen State University (Turkmenistan);
  • Cooperation program of Ministries of Foreign Affairs of I.R. Afghanistan and Turkmenistan for the year 2018-2019;
